ITANAGAR, Nov 18: After long hiatus people of state has something to cheer and be proud of as newly built posh building of General Hospital, Naharlagun was formally opened on Wednesday by Chief Minister Dorjee Khandu. With neatly dressed staff and clean room waiting, this new block of General hospital will give fresh experience to visitors and should act as tonic for crippled health sector of Arunachal Pradesh.

The four-floored building has been built at the cost of over Rs Twelve Crore and house departments like labour room, dialysis unit, Operation Theatre, Intensive Care Unit, Female and Child wards. All these departments have been equipped with all the latest equipments and promises of extending high quality service to the public.

In his opening remark, Chief Minister Dorjee Khandu said, “State government will continue to attach priority to health, education and policing.”

Further, he added, “We have achieved dream of having world class hospital in our state. Now it will be duty of all people involved to properly handle the equipments and keep hospital clean.”

He also spoke of introducing three bills in the next session of assembly on health, police and education. The bill will strictly deal with those officials who instead of their place of postings are often found residing in district headquarters or in capital complex area.

PWD and UD minister, Nabam Tuki stressed the need of no compromise attitude in taking up projects related to health and education. “We have to build infrastructure projects keeping in mind the needs of future generation,” told PWD minister.

Drawing comparison between armed force and health officials, Family Welfare and Health Minister, Tanga Byaling told gathered crowd, “Just like army, officials of medical department also has to fight hard against dangerous enemy in the form of deadly diseases.” He requested government doctors to concentrate more on public service than private practice.

There is also proposal to turn this hospital as medical college in the future with 50 seats for medical studies and 50 for nursing. The people of this state who often have to depend on cities like Guwahati, Delhi, Vellore etc, to seek medical treatment are hoping this new medical revolution taking at Naharlagun General Hospital will come long way to solve their woes.

Orgs accuse NHPC of violating recommendations of EAC

ROING, Nov 18: The Idu Mishmi Cultural and Literary Society (ICLS) and All Idu Mishmi Students Union (AIMSU) in a joint communiqué has expressed shock and surprise over a write up by General Manager NHPC DMP project AK Mishra, on ‘Myths and Realities – Acquisition of land, Rehabilitation and Resettlement at Dibang Multipurpose Project (3000 MW), Arunachal Pradesh” which was carried by this daily.

Expressing shock, the union observes that such publications, in effect, violates the Environmental Protection Act, 1986, the spirit of the EIA Notification 2006 and blatantly brushes aside the recommendations of the Expert Appraisal Committee for River Valley Projects under Ministry of Environment & Forest.

In the write up, NHPC states that the process of land acquisition for the Dibang Project is beginning soon and it is being aimed by the project authorities to complete the land acquisition and R & R plan by 30th June 2010. The NHPC goes on to say that the project has identified about 40 hectares of land in Chimri village (Roing) and 19.2078 hectare of private land near project site for which the land owners have also given the consents for the said land…minimum 60 Ha. of land is required immediately to start the construction of Residential Colony/Administrative Block etc. for the project along with construction of 43 Nos bridges and 58 kms access roads for reaching Dam/Power House sites.

Objecting to what NHPC had stated, the organization have questioned how can such construction and acquisition of over 5500 ha of forest land take place without any formal environmental and forest clearance.

Moreover, pointing out the minutes of the EAC River Valley Meeting of July 2009 the ICLS points out that site clearance to this project was accorded during 2004 under the provisions of EIA Notification, 1994. The Ministry issued a new Environment Impact Assessment (EIA) Notification on 14th September 2006, in supersession of EIA Notification, 1994. However, projects were allowed to be submitted under the provisions of earlier 1994 notification for two years i.e. till 13th September 2008.

NHPC prepared the EIA report and submitted the same to the Arunachal Pradesh Pollution Control Board for public hearing. Since the project involved two districts, the public hearing needed to be conducted in both the districts. In Lower Dibang public hearing was completed on 29th January, 2008. However, public hearing in the other district namely Dibang Valley could not be undertaken due to public agitation. By this time, the extended period for submitting the proposal under EIA Notification, 1994 expired. The project proponent was therefore advised by the Ministry to submit the proposal, afresh, according to the procedure mentioned in the EIA Notification, 2006.

NHPC accordingly submitted this proposal for approval of Terms of Reference (TOR) which they considered for preparation of EIA report. The proposal was placed before the Expert Appraisal Committee (EAC) at its meeting held on 16th June, 2009. The Committee desired some information for its further consideration. The information submitted by the NHPC was further considered by the EAC along with the representations of NGOs.

After critically examining all the issues the committee noted that the Dibang high dam is located in high seismic zone V and the area receives very high rainfall during monsoon. The dam impounds huge reservoir strech (43.0 km). A situation may arise when high rainfall together with a major earthquake may occur. The steep slopes charged with rain water and triggered with earthquake are very vulnerable and may lead to large scale landslide. A major landslide may occur into the reservoir which may lead to creation of water waves in the reservoir. Further overtopping causing serious safety problems may happen. As already mentioned by NHPC that slope at many locations are vulnerable, the committee was of the opinion that a more thorough investigation need to be carried out w.r.t. geology of the slope.

In addition to the above the EAC suggested following additional TORs for incorporating in the EIA report as follows.

- Back water level study along the tributary at FRL should be conducted (pre sedimentation condition).

- Downstream release of water should be decided on the basis of a scientific study based on depth and velocity of water.

- Elephant migratory corridor, salt lick and existence of sanctuary within project area should be investigated.

- The flow temporarily arrested at the dam of this project is to flow back into the river much before its confluence with Lohit river. It is true of course, that due to the flood moderation effect of the Dibang dam, the release will be modulated. It may therefore be in the fitness of things that the degree of modulation is known and the adverse effect (if any), to the downstream, to the national park, etc., to be studied.

- To highlight the benefit of the project (in addition to the power generation), it may also be quantitatively describe the flood moderation effect in Assam.

The committee recommended clearance for pre-construction activities and approved the TOR with the additional TORs for incorporating in the EIA & EMP report which is already prepared. NHPC Ltd. has to conduct a fresh Public hearing for both the Districts on the basis of revised EIA/EMP Reports.

Pointing out the above decisions of the EAC, ICLS and AIMSU made it clear that it is enough to understand that NHPC has only got clearance for pre-construction activities and not beyond that.

Then how could a project General Manager talk publicly of construction of roads, bridges, residential colonies etc and acquisition of community owned and governed forest lands, the organisations stated.

Parliamentary Secretaries takes oath

ITANAGAR, Nov 18: Altogether seventeen Parliamentary Secretaries out of a total twenty appointed by the Chief Minister were sworn-in today.

The Parliamentary secretaries are Tsewang Dhondup, R.T Khunjuju, Kumar Waii, Nabam Rebia, Padi Richo, Lokam Tassar, Nido Pavitra, Jomde Kena, Gojen Gadi, Gadam Ete, J.K Panggeng, Rajesh Tacho, C.T Mein, Phosum Khimhum, Tinghap Taiju, former Environment & Forest Minister Newlai Tingkhatra and Thangwang Wangham.

Former Health & Family Welfare Minister C.C Singpho, MLAs Karikho Kri and Wangki Lowang, who were a part of the team of the twenty Parliamentary Secretaries were absent at the swearing in ceremony.

Chief Minister Dorjee Khandu administered the oath of office and secrecy to the Parliamentary Secretaries at a brief but impressive function organized here at the state Banquet hall which was attended by the states who’s who.

The portfolios would be allocated in a day or two.

Awareness must for protection from influenza A H1N1- Dr. Jampa

ITANAGAR, Nov 18: The State Surveillance and Nodal Officer of H1N1 Dr. L. Jampa has said that awareness is very important for protection from influenza A H1N1. He said that prevention is better then cure and people must know about H1N1 virus, its symptoms and precautions required for protection.

Dr. Jampa was addressing the people of Doimukh while formally launching the awareness campaign on influenza A H1N1 organized by the Directorate of Field Publicity (DFP) in close coordination with Health Department and District Administration.

He said that during the winter season chances of spreading of H1N1 virus are more and people should take maximum care for protection. Dr. Jampa clarified that H1N1 virus is not spread by the swine but it may be transmitted from human to human. He said that all necessary medicines, testing kits etc. are available in the state and Arunachal is well equipped to face any challenge.

The District Surveillance Officer, Yupia, Dr. Kipa Tubin gave information about the H1N1 virus, symptoms and precautions in detail. He appealed the people to always cover their nose and mouth while coughing and sneezing, often wash hands with soap and water, especially after cough and sneeze, avoid touching eyes and nose by unwashed hand and try to avoid close contact with people having respiratory illness. Dr. Kipa Tubin also informed that in Arunachal so far no case has been detected. He said that 46 samples were sent for testing of H1N1 and all were found negative.

In his address Dr. Bengia Tobin, DMO, Yupia said that people should take utmost care as Papum Pare district is vulnerable because people from other places frequently visit capital Itanagar and other areas of district.

ZPM, Doimukh lauded the DFP for organizing such an informative and impressive campaign. He said that people of Doimukh will be benefited a lot from such publicity programmes.

EAC, Doimukh Bengia Nighe, while expressing thankfulness towards DFP on behalf of the people of Doimukh said that such awareness campaigns are very fruitful and should be organized regularly.

Earlier, in his welcome address Raj Kumar, Joint Director, DFP informed that the Directorate of Field Publicity is organizing special awareness campaign on influenza A H1N1 throughout the country. In Arunachal Pradesh, the similar programmes will be organized in West Kameng, Lower Subansiri, West Siang, Anjaw and Changlang districts, he added. The artists of the Song and Drama Division also presented theme based songs and drama, which was very well appreciated by the people. A quiz contest and photo exhibition was also organized by the DFP. As part of the awareness campaign a soap was given to each audience to just remind them that they should always wash hands frequently to protect themselves from H1N1.

Polythene users imposed fines

ITANAGAR, Nov 18: Observing the increasing use of polythene/plastic carry bags in the markets defying the ban order issued by the district magistrate, the Itanagar executive magistrate and police personnel conducted a surprise checking in Akashdeep market complex on Nov 17.

During the checking drive, 15 shopkeepers were found using polythene bags. A total amount of Rs 5900 was realized from the defaulters and a stock of 30 kg polythene carry bags were seized from their possession.

Informing that similar checking shall be carried out regularly in all the markets and sectors of the Capital Complex in coming days, the Capital district administration appealed all the shopkeepers and consumers not to use polythene carry bags in greater interest of safeguarding the environment.

State Govt betrays constitutional laws: BJP

ITANAGAR, Nov 18: Bharatiya Janata Party, Arunachal Pradesh has criticized the state Govt saying that new government has betrayed the section 3 of the Anti-Defection laws under the Constitution (Ninety First Amendment) Act 2003 and Article 164 (1)(A) which aim at checking defections and limiting the size of the ministers both at the Centre and in States.

Pointing out the appointment of large number of parliamentary secretaries, the BJP said “It seems that all the 42 MLAs of the ruling party will get privileges of minister and minister for State in Arunachal Pradesh which will be a record for the leaders in the people first Govt”. Now, 34 of the 42 MLAs of the ruling party got privileges of ministers of state, the BJP said adding appointments to offices of Chairmen and Advisors to Chief Minister are yet to take place with only 8 more MLAs left with the party in power. It would be certainly a matter of concern how the public funds are to be properly utilized when all have their own commitments, demands and pleasures in the state like ours which survives through the Central grants and non-revenue state, the party said.

BJP demands development activities at the ground level saying that public money should no longer be wasted rather properly utilized .

Ete stress on women financial empowerment

ITANAGAR, Nov 18: Arunachal Pradesh Rajiv Gandhi Panchayati Raj Sangathan chairperson Jarjum Ete today emphasized on women’s participation in various economic activities through cooperative societies in the state.

Participating in the on-going celebration of the 56th All India Cooperative Week which began at Arunachal Pradesh State Cooperative Union (APSCU) conference hall at Naharlagun on Nov 14 last, Ete suggested cooperators not to confine themselves in a particular activity rather diversify their business.

Ete, former chairperson of the State Women Commission also highlighted on Domestic Violence Act and Marriage Registration Act which protect the women from social injustice.

Appreciating the APSCU for their welfare activities, Ete, suggested a platform, for interaction on various women related issues.

Registrar of Cooperative Societies Nandini Paliwal also spoke on the occasion and gave some examples of successful cooperatives being run by the women.

Guest speaker and development officer of industry department A Gammeng explained about the various schemes, especially for women and youths available under department of industries,

APSCU CEO G Nyorak and cooperators Taro Modi and Yapi Kulo also spoke on the occasion.

APSCU vice chairman A T Kulo, a good number of women and youths from cooperative societies and self-help group took part in the programme.

AAPSU calls for rescheduling APPSC prelims

ITANAGAR, Nov 18: All Arunachal Pradesh Students’ Union (AAPSU) has called on Arunachal Pradesh Public Service Commission to reschedule the APPSC preliminary examination, which starts from Dec 30.

It would call on the Chairman of the Commission tomorrow to submit a memorandum in this regard.

The apex students body of the state after going through the detail composition of the Rajiv Gandhi University Student Union memorandum could find that the scheduled of the APPSC preliminary examination almost coincides with the UGC’s NET examination thus depriving many aspirant candidates from sitting in the APPSC examination hailed as the “mother of all exams” in the state, it stated.

Every eligible student has the right to appear for the examination and it is the duty of the commission that it works out a date where maximum number of students can appear without any hassles, Union added.

The union further suggests the commission to take cue from the UPSC pattern where the exams are held annually in a fixed date and time.

The union while appreciating the yeoman service of the commission feels that going ahead with the preliminary examination as fixed will deprived large chunks of the student community.

Meanwhile Arunachal Law Students’ Union (ALSU) in a letter to Secretary, APPSC appealed for rescheduling of APPSCE prelim exam.

It said that the Annual Law Exam under Gauhati University, NEHU and Symbiosis Pune will be held in the month of December and it will not be possible for the law students’ to Prepare and appear for the APPSCE prelims.

SLMC approves subsidy to Self Help Groups

ITANAGAR, Nov 18: A meeting of the State Level Microfinance Committee (SLMC) of Microfinance Vision 2011 was held yesterday.

A proposal moved by Special Secretary, Finance cum State Microfinance Co-ordinator Amit Singla, IAS, to provide interest subsidy to the SHGs through Apex bank, SBI and APRRB was approved by the committee.

In addition, it was decided that the impact assessment of existing SHGs as well as the work done by field level functionaries of Social Welfare Department would be done by third party to get objective idea of the work done by SHGs and identify credible SHGs from among them.

A sum of Rs 3.00 cr has been earlier announced in the budget speech of Finance Minister for the current year (2009-10).

Amit Singla informed about the activities under Microfinance Vision till now, including, the first Self Help Mela was organized in the month of April 2009 which was inaugurated by President Prathibha Devi Singh Patel.

Microfinance Vision 2011 was launched by the State Govt. in 2008 with an ambitious programme of forming 5000 Self Help Groups within three years period. The vision envisages covering all the poor families of the state under the massive micro saving movement. It will empower women and thereby bring about socio economic development in Arunachal Pradesh.

A separate Cell has been formed in this regard under the leadership of Special Secretary, Finance Amit Singla. The partners to fulfil the vision are State Govt., NABARD, Arunachal Pradesh State Women Commission, SIRD, State level Bankers Committee and Essomi Foundation Trust. NABARD has established a Support Center led by Essomi Foundation to implement the vision successfully and to assess the impact.

NABARD, DSW and SIRD has already conducted training programmes for Master Trainers and now in turn they will train the grass root level functionaries.

The Support Centre is already in action to collect the data of existing SHGs, assessing its status and the need. The center will also publish a bi-monthly bulletin on the developments, covering success stories and role models, starting from January 2010.

Amit Singla stressed on convergence of SHG component of various Centrally sponsored schemes.

Orgs demands action against PDs contractor

ITANAGAR, Nov 18: In a letter to the Chief Minister, All Idu Mishmi Students Union, Dibang Valley Students Union and Middle Dibang Valley FPS owners Union, sought action against irregularities in supply of PDS item in Dibang Valley district by M/s Ahoh Enterprise.

The organisations stated that despite complaints,

no action has been initiated while adding that district administration had also lodged a complaint against the Enterprise.

The organisations called for immediate putting an immediate halt to interim arrangement of PDS wholesale nominee cum carriage contractor and floating of fresh tender as per laid down guidelines.

Preparation for 4th Siang River Festival

AALO, Nov 18 : The Preliminary round of discussions for celebration of Siang River Festival-10 was held at DC’s Conference Hall on Nov 16 last.

This will be for the 4th time in a row that the Siang River Festival is going to be celebrated at the confluence of Sipu and Yomgo River.

This is worthwhile to mention that the SRF began at Tuting,Yingkiong and Pasighat but was short lived.

Wide ranges of activities including cultural events, indigenous sports like rope swing, food medas mostly of cylindrical bamboo cooked, local products and sales, footing houses with all in traditional look of different tribes etc. would be main attraction of the 5-day celebration.

This time around, Inter-District cultural troupes of different tribes of Arunachal Pradesh will be invited to showcase their traditions and culture in addition to the cultural troupe from other states of the country so as to promote national harmony.

West Siang DRDA Governing body meeting held

AALO, Nov 18: The West Siang district DRDA Governing Body Meeting was held under the chairpersonship of Zarsa Gamlin, Chairperson, Zilla Parishad in DC’s Conference Hall, Aalo on Nov 17.2009.

Speaking on the occasion, Zarsa Gamlin stressed on proper co-ordination of PRI members and District Rural Development Agency (DRDA) for success of flagship rural programmes. He said that PRI members having the knowledge of ground realities should keep watch on the implementation of the works.

Amjad Tak, DC Cum CEO DRDA said that fund received from the central and state Govt. should be judiciously used and quality needs to be maintained, he added.

Emar Ete, Project Director DRDA reviewed the physical and financial achievement of 2008-09 and also placed AAP 2009-10 under various RD Programmes.

In the meeting, it was thoroughly discussed and approved the AAP 1009-10.

During the second – half of the day District vigilance and monitoring committee meeting was held under chairmanship of West Siang DC cum member secretary DVMC Amjad Tak.

Deputy Commissioner reiterated on the need to erect signboard at Project site for easy identification while adding that it is mandatory on the part of executing agency to take photographs before, during and after completion of the works. DIPRO

Condolences

ITANAGAR, Nov 18: Arunachal Pradesh Governor Gen JJ Singh expressed shock and grief over the death of his staff late Nabajyoti Borah who died in Guwahati Medical College, Guwahati today at 7.30 am after a prolong illness. Expressing condolence on behalf of the Raj Bhavan staff and on his own behalf to Ranju Borah, Borah's widow, Gen Singh said the untimely demise of a sincere and dedicated staff was a great loss not only to the family but for the whole Raj Bhavan.

Late Borah is survived by a son, mother and sister. Born on 1st June 1984, Late Borah joined as staff driver of Raj Bhavan establishment on 8th June 2007.

Tamin Elite Society has deeply mourned the sudden demise of late Matu Nidak Tamin who passed away on Nov 8. He was the eldest son of former minister and member of legislative assembly Daklo Nidak. Society conveyed heartfelt condolence to the family of late Matu Nidak Tamin and prayed for his soul.

The staff and students of government secondary school, Nirjuli organized a condolence meeting on Wednesday in memory of their student late Tadu Novin. A student of class seven, he passed away after prolong sickness.

Officers and staff of Directorate of Health Services, Naharlagun expressed their deep sense of sorrow on the premature death of Phuh Khyriem, Peon (NVBDCP) and observed two minute silence and prayed for the eternal peace of the departed soul.

The house further conveyed its condolence to the bereaved family members.

Land doners demand development works

ITANAGAR, Nov 18: The Papu –I and Papu II villagers have appealed both the director of civil supplies and general manager of Arunachal Pradesh State Transport Services to carry out development works in the area immediately.

In memorandums to both civil supplies director and APSTS general manager, the villagers who formed a Papu Village Interim Committee (PVIC) to raise their grievances said that they had donated land free of cost to both civil supplies and transport departments in the prime region in good faith that setting up Govt offices in their area would bring rapid development and provide unemployment opportunities. But no development activities have been carried out by both the departments till date, they resented.

The villagers in a meeting on Nov 15 last resolved that both the departments renovate the approach road from NH52A to Papu Village which also serves as link road for the two aforesaid offices, reserve 20% group D posts for the villagers, and provide contract works on supply, construction, renovation and maintenance, electrification and procurement of office store materials below 10 lakh to unemployed villagers.

PVIC said that their demands should be met before February next, to avoid democratic movement by the villagers.

The details of three days events would be finalised after the high-level meeting on November 20 next consisting of Finance Minster, Secretary, Tourism and other top officials.

“Find alternative for NGERA staff”

ITANAGAR, Nov 18: Arunachal Pradesh NGERA Employees Association, Upper Subansiri District said that they have been appointed for a period of five years through competitive exam and serving the assigned job with dedication and sincerity for last three years.

However, expressing job insecurity, as their five years term will be completed after two years they appealed the concerned authority and the state government to find out alternative solution for the welfare of the Staff.

It further expressed the hope that the new government would bring better development in grass root level through NGERA and other centrally sponsored schemes in the state.

‘Maintain quality work’

ITANAGAR, Nov 18: The Dumporijo Gusar and Baririjo Collegian Forum(DGBCF) has appealed the construction agency PWD Dumporijo and contractor to maintain quality work while constructing the Dumporijo-Hali road under Dumporijo ciricle in Upper Subansiri district.

The Forum in a release said that the Dumporijo-Halli road which is running along the road side of Sinyum river covering many villages should come up to the expectation of the people and standard should be maintained as per specification mentioned in the tender paper.

AAPGDLU reacts

ITANAGAR, Nov 18: Describing the decision of the All Arunachal Pradesh Workers’ Union (AAPWU) to conduct time to time checking drive against bogus labourers in departments concerned as unfortunate, All Arunachal Pradesh Government Department Labours Union (AAPGDLU) said that AAPGDLU is purely an organization of Govt department labourers. As such AAPWU has no right to check bogus labourers in Govt departments.

ITANAGAR, Nov.18: Recently three days gender awareness area specific programme was organized at Anini by SSA Rajya Mission of Itanagar. More than 40 girls attended the program, where they were taught vocational activities like knitting, tailoring, embroidery, etc.

National seminar in Khadi and Village Industries

ITANAGAR, Nov 18: Department of Economics, Dera Natung Government College is organizing a three days National seminar on the role of Khadi and village Industries in socio economic development of North East States and Development of Tribal People in Arunachal Pradesh Sponsored by ICSSR, New Delhi and Ministry of Tribal Affairs, New Delhi from November 20-22 at DNG College.

Around 50 academicians from different parts of the country are likely to participate in the seminar.

Meanwhile, Arunachal Institute of Tribal Studies, RGU T Mibang, Department of Economics, RGU Prof A Mitra and Joint Director, Higher and Technical Education Dr. T Padu have consented to attend the inaugural function as Chief Guest and Guests of Honour.

BDO seeks cooperation from Panchayat leaders

ITANAGAR, Nov 18: A series of coordination meeting for PRI leaders and Self-Help Groups (SHGs) of Borum and Doimukh anchal samity were conducted recently at Doimukh Panchayat hall.

Attending the meeting, the new block development officer (BDO) of Doimukh Chagam Dolo, sought cooperation from the PRI leaders for the uplift of rural people and implementation of NREGA programmes. He emphasized on formation of SHGs for sustaining livelihood as govt can’t provide employment to everyone.

Selection of IAY beneficiaries for the BPL families was also discussed in the meeting.

Meanwhile, the PRI leaders and SHGs appreciated the BDO for holding the meet and taking interest in group activities, according to an official release.

ACA to participate in BCCI tourney

ITANAGAR, Nov 18: Arunachal Pradesh will participate in both U-16 and U-19 cricket tournament being organized at Shillong and Chattishgarh by Board of Control for Cricket India (BCCI).

The tournament for U-16 category at Shillong will begin on December one while the event for U-19 at Chattishgarh will be held from December 15 to 21 next, according to Arunachal Cricket Association release.

First Lady appeals people to be in mission mode for a cancer free Arunachal

Ziro, Nov 18: Get involved and come forward in a mission mode to make Arunachal a cancer free state, said Arunachal’s first lady Anupama Singh in an introductory remark at a function of Breast awareness Campaign, at Abotani Hall, here today.

Appealing the Anganwadi workers, ASHA members, teachers, Gaon Burahs, NGOs, govt. officials and students union members to join the campaign, Anupama said, each of us have to play a role in this campaign to get involved and come forward in a mission mode. Form volunteers among yourself and speak to others, organize walkathons, rallies and small group meetings at all level to spread the message and convince the girls and ladies at least to turn up for breast check up.

I believe we can do great things in life and lets begin with this campaign. It is our concern for our own people that we are here. Working together, marching together, fighting together, I know we will be successful. Let it be the stepping steps towards Cancer free Arunachal, she said.

The first lady, being enchanted and admired by the exquisite Apatani attires, the innovative and hardworking people, practice of extremely high yielding wet Rice cultivation and unique way of preservation of environment and ecology of Ziro plateau, congratulated the people of the state for such rich traditions and practices.

The function as second day of the 10-day state wide Breast awareness campaign, organized by Muskan Society in collaboration with state Health and family welfare dept, Project Highways-Infinite, Pune, was also addressed by Lower Subansiri DC Sadhana Deori and Dy. Director, ICDS, JJ Singh. Deori in her speech while appreciating the Muskan society and others involved in campaign assured all possible help and asked participants to take full advantage of the campaign.

Project Highways-Infinite, Director, Dr. Ritu Biyani Joseph, through a power point presentation explained all aspects including detection, treatment, risks of Breast cancer and other related diseases.

Dr. Kri of General Hospital, Naharlagun, Dr. Hage Tadi, Gynecologist, District Hospital Ziro and others also spoke as resource persons.

The enthusiasm of women about the programme was very high with high turn up of women of all ages including students, ASHA members, Anganwadi workers, NGO activists, villagers, govt. officials.

Singpho appeals for peace

AAPSU welcome Home Minister’s initiative

Youth Exchange programe concludes

ITANAGAR: The nine-day long interstate youth exchange and home stay programme organized by the National Service Scheme (NSS) in collaboration with Rajiv Gandhi Institute of Youth Development, Sriperumbudur concluded on Tuesday. The valedictory function of event was attended by Bosiram Siram Education Minister, Hage Khoda Commissioner Education and Joram Begi, Director Higher and Technical Education.

More than 100 volunteers from states Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Rajasthan and all north-east state took part in the progamme. The main idea behind organizing of exchange program was to provide an opportunity to NSS volunteers from other state to understand culture, tradition and life style of the people of state.
